Response to Reg 19 Consultation for the New South Downs Local Plan.
Please see below the responses on the legal requirements, soundness, and compliance elements of the Reg 19 document following a meeting of Findon Parish Council on 22 June 2026:
1-SDA51 land south of Findon (Wyatts Field) Nepcote Lane
• The Land Availability Assessment (LAA) for this site clearly states that this site was promoted during the 2025 Regulation 18 public consultation and is available for development. This is clearly not the case as the site only came forward in December 2025 and has now been included in the Reg 19 documentation as ‘has potential’;
• As a result, there was no opportunity for FPC or residents to discuss and comment on its justification, deliverability, compliance/conflict with SDNPA and FPC policies such as development outside the settlement boundary, and compliance/conflict with National Planning Polices during the Reg 18 Consultation phase;
• The SDNPA will be aware of the previous assessment of this site in 2016 under its earlier reference AR022 which resulted in its rejection for the reason that development on the site would have a potential adverse impact on the character and appearance of the landscape.
What has changed ?;
• For the above reasons, FPC considers the New South Downs Local Plan not to be sound, requiring withdrawal and further discussion in order to become sound.
2-AR068 land south of Soldiers Field House, Findon

• For the above reasons, FPC considers the New South Downs Local Plan not to be sound, requiring withdrawal and further discussion in order to become sound FPC would also like to highlight the level and strength of feeling in Findon Village regarding the inclusion of SDA51 site as powerfully evidenced by the Representation being submitted by a local group of residents. At the time of the FPC meeting in excess of 600 residents (30% of the village) responded negatively in the Representation relating to the LAA.
